When did offensive holding in high school become a 15 yard penalty and is the penalty for offensive pass interference? Does offensive pass interference include loss of down?

It isn't a 15 yard penalty. Holding is a 10 yard penalty. But if the offense holds 5 yards behind the LOS on a pass play, it's enforced from the spot of the foul. They're going to lose 15 yards on the play.
Offensive pass interference is 15 yards from the previous spot and loss of down.
